Top Cool Retreat is a historical East Pattaya bar record. The available evidence puts it on Nern Plub Wan Soi 31, an area commonly known as the Darkside rather than central Pattaya. A local directory names the bar and road, while forum posts from 2012 to 2014 add the useful detail that it was near Ying Bar.
Those sources do not prove that it still trades. The honest answer is that no current operator channel or recent independent confirmation was found.
What the old record says
A May 2014 post listed daily opening hours of 14:00 to 22:00 and named the road as Soi 31 of Nern Plub Wan. It also contained prices and other business details from that date. They are deliberately not repeated as present-day facts: bar ownership, opening times and prices can change quickly, especially in the Darkside.
The nearby Ying Bar is a useful landmark only. A later forum note said Ying became Mac’s Bar, but it did not identify any successor for Top Cool Retreat. Do not assume the two venues had the same operator or that a later Ying successor took over the Top Cool site.
Practical recommendation
Use the Nern Plub Wan Soi 31 record only if you are tracing an old venue name. Ask locally before travelling out from central Pattaya, and skip it for a timed meet-up or a planned evening unless its current status is confirmed. The nearby-road clue is more dependable than the old opening hours; treat every historical commercial detail as expired until verified in person.
