A sea view is not automatically romantic. Pattaya has restaurants with spectacular sunsets and strained service, as well as quiet dining rooms where the food—not the horizon—makes the evening memorable. The common mistake is booking the right venue at the wrong time: arriving after sunset, accepting an indoor back table or discovering that the “nearby” cliff restaurant is a 30-minute ride away.

Choose the occasion first. Cafe des Amis is the cooking-led dinner and Sugar Hut the garden comparison. Rimpa Lapin is retained as closed history, not an outdoor-view booking. Cafe des Amis is the choice when the meal itself needs to carry the evening. The small modern French-European restaurant serves premium meat, fish, lobster, oysters and tasting-menu-style dishes in an intimate room and garden patio. The residential location is easy to miss and tables are limited, so book well ahead and arrive by Grab.

The operator currently offers a choice between the climate-controlled main room and a garden courtyard with table fans and a roof that closes in rain. It also advertises 10% off the bill when guests are seated and order by 17:30, excluding specified events and dates.

Rimpa Lapin

Rimpa Lapin is a closed historical record. The retained evidence, accessed 1 August 2026, includes Google’s permanent-closure label and a Tripadvisor visitor report saying the restaurant closed in autumn 2025 and the site was demolished. The demolition account is attributed to that visitor, not a new site inspection.

Its Na Jomtien cliff terraces, sea views and Thai seafood were the former appeal. Old sunset-table advice, menus and opening hours are historical and should not be used to plan a visit. No verified successor or relocation is established; this is not a current romantic dinner or reservation option.

Sugar Hut

Since 1984, Sugar Hut has hidden traditional Ayutthaya-style teak salas inside dense gardens off Thappraya Road. Guests remove shoes at the raised dining spaces, and one area retains low-table floor seating. Thai curries, salads, whole fish and desserts lead the menu, with European and vegetarian choices for mixed couples. Resort-level pricing is the main drawback, and the secluded setting requires transport. Arrive as daylight fades, when the gardens supply the romance that a conventional dining room would need to manufacture.

Horizon Rooftop Restaurant & Bar

Level 34 of the Hilton gives Horizon a near-360-degree central bay view, an open terrace, indoor dining and a live-DJ atmosphere. The bar opened from 17:00 and dinner from 18:00 in July 2026, with a sunset happy hour offering a lower-cost way to enjoy the setting. Hilton currently highlights a seafood tower, Australian Angus tomahawk, 48-hour lamb shank and miso snow fish, while nightly DJs make the mood livelier than a hushed fine-dining room. A full dinner remains a splurge. The view outperforms the food as a destination, and sunset seats disappear quickly. Reserve, dress smart-casual and be explicit about the table priority.

The Glass House

The Glass House is the relaxed alternative: driftwood-boho styling, tables on the Na Jomtien sand and a 170-plus-dish menu spanning Thai food, seafood and Western choices. Daily hours ran roughly 11:00 to midnight, but late afternoon is when the sea breeze and light earn the trip. Beachfront pricing and weekend demand are the costs of the setting, and the ride south makes spontaneous arrival unwise. Choose it for a barefoot date or casual celebration where polished formality would feel wrong.

Casa Pascal

Casa Pascal offers old-school reliability in the centre: white tablecloths, attentive service, a Swiss-led European kitchen and a serious wine list. It has operated since 2001 and remains suited to anniversaries or couples who want an unmistakably formal meal without leaving Second Road. Dinner with wine can exceed ฿2,000 per person, and the grown-up mood is not designed for a noisy family table. The surrounding street is busy, but the dining room creates separation once inside. Reserve for dinner and dress to match the occasion.

Cabbages and Condoms

Set inside Birds & Bees Resort on Pratumnak, this Thai restaurant combines terraced Gulf views with a playful public-health theme. The official Cabbages & Condoms explanation describes the concept’s public-health mission. It does not establish a current audited allocation from Pattaya diners’ bills to the Population and Community Development Association. The broad Thai menu, long daily hours and outdoor setting suit couples who enjoy a conversation starter more than fine-dining ceremony. Prices sit above an ordinary local Thai kitchen, transport up the hill is required and the condom-themed décor will not suit everyone. Come before dark for the view.

Book the atmosphere you actually want

If food ambition comes first, choose Cafe des Amis. For sunset, compare The Glass House for sand and informality; Rimpa Lapin is closed and should not be booked. Sugar Hut is the quietest garden escape. Horizon wins for a central skyline, Casa Pascal for formal service and Cabbages and Condoms for Thai food with a distinctive story.

Then control the variables: reserve, state whether the view is essential, arrive before sunset and budget the ride home. The best romantic dinner is the one where logistics disappear before the first drink arrives.
