Pattaya’s malls do a lot of heavy lifting: they’re where the city goes when the midday heat or a rainy afternoon makes the beach impossible, and between them they cover everything from luxury brands to ฿100 t-shirts. There are seven worth knowing, and they are not interchangeable. Here’s what each one is actually for — with approximate hours (they shift with seasons and holidays, so confirm locally) and an honest verdict on whether it deserves your time.
First, one naming tangle to clear up: Central rebranded its malls in 2022. CentralFestival Pattaya Beach is now officially Central Pattaya, and Central Center became Central Marina — but taxi drivers, locals and plenty of signs still use the old names. Same buildings, same places.
Central Pattaya (Central Festival) — the flagship
Central Pattaya on Beach Road in Central Pattaya is the city’s serious mall: seven-plus floors of international brands (Zara, H&M, Uniqlo and the rest), a big Central department store, a cinema, a food hall, and sea views from the upper floors — with the Hilton sitting directly on top. Hours: roughly 10:30/11:00–22:00 daily. Getting there: it’s mid-Beach Road; any baht bus running the Beach Road loop passes the door.
Verdict: if you only visit one mall for actual shopping, it’s this one. It’s also the easiest air-conditioned escape in the city centre — expect crowds every evening.
Terminal 21 — the fun one
Terminal 21 in North Pattaya, by the Dolphin Roundabout, is an airport-themed mall where every floor is a city — Paris, London, Tokyo, San Francisco under a giant Golden Gate Bridge — and half the visitors come just for photos. Brands run to H&M, Uniqlo and Adidas, but the real anchor is Pier 21 on the top floor: probably the best-value food court in Pattaya, where a proper Thai meal costs around ฿50–80. Hours: roughly 11:00–22:00, until 23:00 Fridays and weekends. Getting there: North Pattaya Road end of Second Road; baht buses and a short Grab from the centre.
Verdict: the most entertaining mall visit in the city and the cheapest good lunch. Shopping range is a notch below Central Pattaya’s.
Central Marina — the outlet little sibling
Central Marina (the former Central Center, near Soi 2 on Second Road in North Pattaya) is the same group’s smaller, outlet-flavoured mall: discounted fashion, a Big C supermarket, an SF cinema and a nightly beer-garden-style zone out front. Hours: roughly 11:00–23:00. Getting there: Second Road, a few minutes’ walk from Terminal 21 — do them together.
Verdict: not a destination on its own, but a sensible add-on to a Terminal 21 trip if you’re hunting discounts or groceries.
Royal Garden Plaza — shopping plus attractions
Royal Garden Plaza is the long-running Beach Road mall toward South Pattaya, instantly recognisable by the aeroplane crashed into its facade. The shopping is mid-tier, but the top floor is an attraction complex: Ripley’s Believe It or Not, a haunted adventure, motion theatres and more, which makes it the default rainy-day answer for families — see our rainy day guide. Hours: roughly 11:00–21:00 weekdays, to 22:00 weekends. Getting there: southern Beach Road, next to the Avani resort.
Verdict: come for Ripley’s and the food outlets rather than the shops. Ideal with kids; skippable without.
Mike Shopping Mall — the bargain rails
Mike Shopping Mall, a few minutes’ walk north of Royal Garden Plaza on Beach Road, is the anti-Central: an older, cheerfully dated department store stacked with cheap t-shirts, beachwear, souvenirs and knock-around fashion, plus a small rooftop pool deck. Haggling isn’t really a thing here — prices are just low. Hours: roughly 11:00–22:00 daily.
Verdict: the best mall for souvenir and beachwear hauls on a budget. Don’t expect polish, aircon zones vary, and check garments before you pay.
The Avenue — the convenience stop
The Avenue on Second Road is a compact open-air lifestyle mall rather than a mega-mall: a handful of restaurants, a cinema, and — most usefully for long-stayers — Villa Market, the city centre’s best international supermarket for imported cheese, wine and home-country groceries. Hours: most outlets roughly 11:00–22:00; Villa Market opens much earlier and runs late.
Verdict: nobody flies to Thailand for The Avenue, but if you’re staying central it’s a genuinely handy cinema-dinner-groceries stop. As a shopping destination, modest.
Outlet Mall Pattaya — the discount run
The Outlet Mall sits out on Sukhumvit Road, south-east of the centre — a low-rise complex of factory-outlet stores selling discounted Nike, Adidas, Levi’s and other branded fashion, typically 20–70% below retail, alongside homeware and luggage. Hours: roughly 10:00/11:00–21:00. Getting there: you’ll need a Grab, Bolt or your own wheels — it’s not walkable from anywhere touristy.
Verdict: worth the ride only if outlet shopping is the mission. Stock is hit-and-miss; sizes go fast in popular lines. Pair it with a Thepprasit Night Market evening — it’s on the same side of town.

Practical mall tips
Timing: malls open late by Western standards — nothing much happens before 10:30–11:00 — and the crowds peak from late afternoon, when the beach empties and the aircon-seekers arrive. Late morning on a weekday is the calmest window everywhere. All hours above are approximate; Thai malls adjust for holidays, festivals and low season, so confirm locally before a special trip.
Eating: mall food courts are one of Pattaya’s best-value meals, full stop. Most run a coupon-card system — load a card with cash at the counter, spend it stall by stall, refund the balance on the way out. Terminal 21’s Pier 21 is the standout at roughly ฿50–80 a dish (approximate), and every mall on this list has a decent court one level up or down from the shops.
Cinemas: Thai multiplexes are cheap and cold. Tickets at the SFX, SF and Major screens inside these malls run roughly ฿150–300 (approximate) — a fraction of Western prices — and most Hollywood releases screen in English with Thai subtitles. Stand for the royal anthem before the film; everyone does.
VAT refunds: tourists can reclaim the 7% VAT on purchases from participating stores (look for the “VAT Refund for Tourists” sign) if you spend roughly ฿2,000+ per store per day — ask for the refund form with your passport at the point of sale and process it at the airport when you leave. Worth the paperwork on big-ticket buys at Central or Terminal 21; not worth it for a t-shirt.
